Not only is it not possible but ABYC recommend having a cable the size of the negative terminal battery cable going from the negative bus to the hull. This cable is needed to help protect the hull from corrosion.

The solution is to keep (fresh or salt) water from getting the foam wet. If it is not possible to keep the bulge dry, remove the foam. That is the only long term solution. I would think having 2 AGM batteries would be a good choice in batteries for most boats. With no more information. It not normal for 2-AGM batteries to go bad at the same time. Just to be on the safe side make sure there is nothing draining the batteries and killing them before putting in the new on...

Using the silver silver chloride meter you can answer ALL your questions about if the engine needs to be grounded or not in your case.

As far as other metal boats there is no question the engine/s need to be grounded to the hull using a cable as large or larger than the negative battery cable.

I don't think it will help at this time. A galvanic isolator is design to STOP a DC voltage below 1.2v and pass any AC voltage. Your measuring the AC voltage between the hull and the trailer. You can't compare a car wiring system to a boat they are two different animals. A boat wired per ABYC or C.G. has four separate grounds, going to a single point, battery negative, AC ground, bonding ground, and lighting ground if needed. I have a copy of ABYC Corrosion Certification Study Guide and it makes a referencer to http://www.chlor-rid.com/productInfo/index.php for finding and removing salt on boats before painting.

It might be something that would solve problem before you paint.
