I work on Safe Boats, I can't say I've ever seen anything on them yet that has been powder coated. The topsides are typically bare with some vinyl graphics, the collars are hard foam coated with polyurea and the bottoms are epoxy overcoated with bottom paint. What are they powder coating?

Couldn't agree more when talking difference between blasting and chemical etch for any type of coating on aluminum however the video test procedure doesn't take into account the effects of time and exposure to UV and moisture that eventually takes its toll on the typical powder coat bond.

For what it's worth I get quite a few fibrglass boats in for bottom painting that have powder coated aluminum engine pods that show coating failure (peeling). I don't think powder adheres very well to aluminum, particularly in a moist or submerged application. IMO its an oversold technology, either ...

Thought I would share a pic of a locally built 35' patrol boat I'll be bottom painting in the coming week. Will be equipped with triple 300 o/b's. It gets foam collars installed into the side recesses

If you are going to apply Armor over Ultima suggest you clean and sand the bottom then roll on one coat of Seahawk 1277 primer then two coats of Armor over that. Not sure what you mean by putting both on the same boat but you would be running a comparison test between the two ;-) just don't mix them...

Yup, have a thick flange made for the perimeter of the hole, weld in place while clamping the wavy transom plate to it.

It kinda looks like the original factory aluminum anodes were replaced with a zinc anode kit which will not adequately protect an outboard motor and shouldn't even be avail on the parts aftermarket IMO. All the coating companies publish info on "systems" which includes prep & prime recommendations for different top coats that they make.
