It's really more of a cosmetic issue, a fairly common situation. Your window openings aren't going to get eaten out. That corrosion around the windows is from the carbon black leaching out of the rubber window gaskets. Carbon black is electrically conductive and electrochemically very noble. Trilux contains copper thiocyanate, a galvanically less aggressive form of copper, its the same biocide as used in Vivid. I'll stick my neck out and say this boat looks bad but might not necessarily be a boat to avoid without having a closer look than what is provided by the photos. The main concern is whether there is serious pitting or is it primarily just paint failure associated with galvanic activity?

Depends a great deal on size of boat. Most of the bigger manufacturers are self bailing down to about 24 ft length then it starts to get hard to keep the deck above the waterline.

I'll comment that if the pitting in the bilge adjacent to the black lighter is the worst of it and the bottom is otherwise intact and not beat in from rock groundings I don't see much of a reason to double plate the hull. Cathodic overprotection can occur if magnesium anodes are used in salt or brackish water. Is it possible that your boat was previously equipped with magnesium anodes?
