In Florida we have thousands if not hundreds of thousands aluminum jon boats sitting on carpeted trailer bunks. And pontoon boats. You mean that lower cowling? Yeah, its hard to get paint to stick, even Honda hasn't figured it out . What you can do is strip all the old paint, scuff it up with 150 sandpaper, wipe it down with acetone, prime it with 3M #94 primer, paint with Honda rattle can motor paint, thin coats let dry betwe...

Can you connect an airline to the pick up or vent hole?
Have some air flow to push the chips out, don't forget eye protection.

The first thing you have to do to weld these in is sand off the anodizing.
