mercury verado 250 outboards

I have a pair of mercury verado 250 hp 30 inch outboard motors. Need work. best offer$ for pair. One 06 reverse rotation missing sensors possible other parts and an 07 model year that is seized tight but able to rotate under much force. 07 also missing parts. All the major parts are there it appears to be missing numerous small items. One cowl is broken. I bought these motors off of Ebay. They were listed as "running condition" and in "good condition " How these motors could run is beyond me! Use for parts or rebuild your choice!
I included a list of possible parts but list may or may not include all needed items.
Have new Mercury controls for 2000$ additional.
